Connect pin 14 to VCC and pin 7 to GND. Do not leave unused CMOS inputs floating. Connect unused inputs to a defined HIGH or LOW level. Add a 100nF bypass capacitor close to the supply pins. The 74HC00N and classic TTL 7400 provide the same logic function but have different electrical characteristics.
